That's odd, because the 30 or so people that use our in house 5gig "solution" all day put hardly any load on the server.
The disk access averages out to about 400KB/s and net at 15 KB/s (the disk access includes backups.) CPU average is less the 5% on a single dual core Xeon.
FileMaker database files tend to live very long and they are vulnerable to any server interruption. From the view of the FM Server app it is good practice to eliminate any source of possible interruption on the same machine.
Having a TS on the same physical machine is very problematic and not recommended.
Try to organize an extra machine for the FM server, the requirements are not that high.

One machine running FM Server, also used as a terminal server where people run FM Client.
Our work enviroment that I mentioned earlier - FM Server is a virtual machine (1 or 4 on one physical server.)
